The Rector of the University of Economics in Bratislava, based on the recommendations of the crisis board of the University of Economics in Bratislava for monitoring, evaluating the situation and taking measures in connection with the occurrence and spread of coronavirus COVID-19 of 24 April 2020, issues

 

the Rector's measure no. 6/2020

 

which specify, modify and supplement the the Rector’s measures no. 5/2020 issued on March 24, 2020.

All of the following measures and deadlines may be changed and modified depending on the decisions of public authorities (e.g. the Government of the SR, the Central Crisis Board of the SR, the Public Health Office).

 

  1. The interruption of the full-time form of teaching for the first, second and third level of study on internal and external form of study continues
    1. The interruption of the presence form at all pedagogical departments (Bratislava, Košice, Michalovce, Virt) continues. The pedagogical process takes place online using online learning platforms (e.g. Moodle, Microsoft Teams, Google Hangouts Meet and others) followed by self-study.

    2. Schedule of the academic year 2019/2020 at the EU in Bratislava is amended as follows:
      1. The interruption of the presence form of teaching for the final years of study at the first and second level of study continues until the deadline set by the schedule of the academic year for teaching in the final years of study.

        Teaching is provided online by using online platforms designed for teaching (e.g. Moodle, Microsoft Teams, Google Hangouts Meet and others) followed by self-study.  Communication between teachers and students regarding the assessment of the fulfillment of conditions for active forms of teaching is carried out electronically or by using online platforms. The results of the fulfillment of duties in the active forms of teaching will be recorded by all teachers in the AIS2 by 7 May 2020, for the final theses by 22 May 2020.

      2. The interruption of the presence form of teaching in other forms at the first, second and third level of study continues until the deadline set by the schedule of the academic year for teaching in other forms of study.

        Teaching is provided online by using online platforms designed for teaching (e.g. Moodle, Microsoft Teams, Google Hangouts Meet and others) followed by self-study.  Communication between teachers and students regarding the assessment of the fulfillment of conditions for active forms of teaching is carried out electronically or by using online platforms. The results of the fulfillment of duties in the active forms of teaching will be recorded by all teachers in the AIS2 by 7 May 2020.

      3. Summer semester of the academic year 2019/2020 will be completed exclusively online
        It is recommended to base the final evaluation of the student as much as possible on the results of continuous assessment obtained by students during the summer semester (obtained at the time of presence teaching and at the time of interruption of presence teaching and online teaching). If it is not possible to determine the final assessment based on the results of the ongoing evaluation, online testing, it is recommended to use online testing platforms. The final evaluation of students will be recorded by teachers in the AIS2 by given dates in accordance with the study regulations.

        The details of online testing are determined by deans of the faculties and the persons authorized by them according to the structure of the study plans of the study programs.

      4. The examination period for the final years of study at the first and second level of study will be modified. It is possible to conduct online testing from 11 May 2020.
        In the case of online testing, the dates for online testing will be published in the usual way in AIS2 to the extent corresponding to the number of students of the given subject, no later than 14 days before the start of the online examination of the given subject. The guarantor of the relevant subject is responsible for communication with students and other examiners from the given subject regarding the terms and methods of online testing. The final evaluation of students will be recorded by teachers in the AIS2 by given dates in accordance with the study regulations.

        Details will be determined by the dean of  faculties and persons authorized by them according to the structure of study plans of study programs.

      5. The examination period for other years of study at the first and second level of study will be modified. It is possible to conduct online testing from 11 May 2020 and the exam period lasts until 17 July 2020.
        In the case of online testing, the dates for online testing will be published in the usual way in AIS2 to the extent corresponding to the number of students of the given subject, no later than 14 days before the start of the online examination of the given subject. The guarantor of the relevant subject is responsible for communication with students and other examiners from the given subject regarding the terms and methods of online testing. The final evaluation of students will be recorded by teachers in the AIS2 by given dates in accordance with the study regulations.

        Details will be determined by the dean of faculties and persons authorized by them according to the structure of study plans of study programs.

      6. The deadline for the submission of final theses at the first and second level of study in the academic information system (AIS2) is extended at all faculties until 22 May 2020.
        The details of the submission of final theses to AIS2 are regulated by internal directive no. 11/2019 on final theses and Rector's directive no. 7/2019 on the implementation of internal directive no. 11/2019 (https://euba.sk/student/zaverecne-prace). All other particulars, including printed versions of the final theses, will be submitted by students after 1 June 2020 in accordance with the Rector's directive no. 7/2019.

        Further details will be determined by deans of the faculties and persons authorized by them according to the structure of the study plans of the study programs.

      7. State examinations at the first and second level of study
        State examinations at the first and second level of study take place from 15 June 2020 to 17 July 2020. State exams, or retake dates of state examinations can also be implemented in the period from 24 August 2020 to 31 August 2020.

        The structure and content of state examinations are maintained in accordance with the study plans of study programs. The form of state examinations will be published well in advance and will depend on the development of the epidemiological situation. The EU in Bratislava is ready to conduct state exams in the presence form, as well as by videoconference.

        The details are determined by the deans of the  faculties and the persons authorized by them according to the structure of the study plans of the study programs and in accordance with the latest legislation in the field of higher education and the measures of the Public Health Office.

      8. The deadline for submitting applications for the 3rd degree of study until 12 June 2020 remains unchanged.
        The Common Admission Procedure Principles for the third degree of study at the University of Economics in Bratislava for the academic year 2020/2021 are followed. The admission examinations for the third level of study will be carried out according to the schedules of the faculties.
        Details shall be determined by the deans of the faculties and the persons authorized by them.

      9. Dissertation examinations and dissertation defenses at the third level of study
        Dissertation examinations and defenses of dissertations at the third level of study can be carried out online by videoconference or by other means of information and communication technology without physical presence from the 1 May 2020. The possibility of holding dissertation examinations and defending dissertations in the presence form will depend on the development of the epidemiological situation.

        The details are determined by the deans of the  faculties and the persons authorized by them according to the structure of the study plans of the study programs and in accordance with the latest legislation in the field of higher education and the measures of the Public Health Office.

      10. Rigorous examinations and defenses of rigorous theses
        Rigorous examinations and defenses of rigorous theses can be carried out online by videoconference or other means of information and communication technology without physical presence from 1 May 2020 to 30 June 2020 exclusively online. The possibility of holding rigorous examinations and defending rigorous theses will depend on the development of the epidemiological situation.

        The details shall be determined by the deans of the relevant faculties and the persons authorized by them in accordance with the latest legislation in the field of higher education and in accordance with the latest legislation in the field of higher education and the measures of the Public Health Office.

      11. Defenses of habilitation theses, habilitation and inauguration lectures
        Defenses of habilitation theses, habilitation and inaugural lectures can be realized online in the form of videoconferencing or other means of information and communication technology without physical presence from 1 May 2020. The possibility of defending habilitation theses, habilitation lectures and inaugural lectures in the presence form will depend on the development of the epidemiological situation.

        The details shall be determined by the deans of the relevant faculties and the persons authorized by them in accordance with the latest legislation in the field of higher education.
      12. The so-called. "departmental dissertation defenses" can only take place online on an ongoing basis.
        Details will be set by the senior staff (usually head of departments) whose competences include the given activity.

      13. Accommodation of students in student dormitories
        Re-accommodation of students (except for foreign students) in student dormitories in the summer semester 2019/2020 will not be possible.

        All students (except foreign students) accommodated in the student dormitories of the university will leave the student dormitories by 31 May 2020 at the latest.

        The Center for Business and University Services of the EU in Bratislava will prepare a schedule of student accommodation according to the student dormitories while maintaining all the epidemiological measures and will provide information on accommodation to all students accommodated in student dormitories in electronic form.

        To all students who, in accordance with the measure of the Rector of the EU in Bratislava no. 4/2020 left the EU student dormitories in Bratislava from 15 March 2020, the University will return an aliquot part of the accommodation fee in Bratislava as follows:
        - students who have paid the accommodation fee by 31 May 2020 will be reimbursed 1/2 of the fee for the month of March, the full fee for the month of April and 80% of the fee for the month of May, to the students' bank accounts after the end of crisis situation,
        - students who have paid the accommodation fee by June 30, 2020 will be refunded 1/2 of the fee for the month of March, the full fee for the month of April, the full fee for the month of May and 80% of the fee for the month of June to the students' bank accounts after crisis situation,
        - students who have paid the accommodation fee by 30 June 2020 and for objective reasons they cannot stay by 31 May 2020 (they inform the director of the relevant dormitory about it), 1/2 of the fee for the month of March will be refunded, the whole fee for the month of April, the entire fee for the month of May and 60% of the fee for the month of June, to the students’ bank accounts after the end of the crisis situation.

        An aliquot part of the fee, which the University will not return to students will be used to cover the costs of cleaning, disinfection of the premises and other operations associated with the disposal process. Due to the above mentioned, students will not be required to clean the rooms. However, this does not affect the right of the University of Economics in Bratislava to compensation for any damage  to the property of the University caused by the accommodated person.

        The possibilities of one-day accommodation for students of final years at the time of the state examinations in the event that the state examinations will be held in the presence form, will be published at the beginning of June 2020. In this case, accommodation would be possible only in one selected student dormitory for one night, by keeping all the epidemiological measures.

      14. Foreign students staying in dormitories are obliged to keep all safety and hygiene regulations and regulations even during the interruption of classes.

      15. The graduation ceremonies at the 1st and 2nd level of study shall be canceled.
        Diplomas and certifications will be handed over to the graduates at the relevant department of the faculties after the completion of their studies within the deadlines set by the faculty. Alternative dates of graduation will be set in September, or in October according to graduates' interest.

        Details shall be determined by the deans of the faculties and the persons authorized by them.

      16. The main holiday period runs from 20 July 2020 to 31 August 2020.

  2. Other measures
    1. Deans of the faculties, in cooperation with the heads of departments, will ensure by their decisions the smooth termination of all activities resulting from the timetable of the academic year 2019/2020 and its modifications pursuant to this measure.

    2. The interruption of the presence teaching at the University of the Third Age continues until further notice.
      Teaching will be provided online by using online learning platforms (e.g., Moodle, Microsoft Teams, Google Hangouts Meets, etc.) followed by self-study.

      Details are set by the manager of the University of the Third Age of the BBS EU in Bratislava.

    3. All other activities of the University of the Third Age organized by the EU in Bratislava are canceled until further notice.
      This applies to all educational centers where the activities of the University of the Third Age are carried out.

    4. Consultation hours of study departments, departments and teaching staff shall be canceled by 30 May 2020.
      The communication of students and employees with the above mentioned departments, sections and teaching staff will be carried out exclusively in electronic form or by telephone.

      Details shall be determined by the deans of the faculties and the persons authorized by them.

    5. Meetings of all self-governing bodies as well as advisory bodies
      Meetings of all self-governing and advisory bodies of the university and the faculties (e.g. academic senates, scientific councils, colleges, disciplinary commissions, etc.) may be held online by videoconference or other means of information and communication technology without physical presence, including secret ballot, if this is made possible by the technical conditions, depending on the nature of the meeting and the nature of the materials discussed, in accordance with the latest legislation in the field of higher education. The possibility of holding meetings of self-governing and advisory bodies in person will depend on the development of the epidemiological situation.

    6. All mass events organized on the premises of the EU in Bratislava (also in Košice) organized by the EU in Bratislava and other entities shall be canceled until further notice.

    7. The ban on visits to student dormitories applies until further notice.

    8. The interruption of the operating and lending hours of the Slovak Economic Library continues.
      Information on the possibilities, dates and methods of returning the borrowed literature will be published by the Slovak Economic Library.

      The lending period for literature borrowed by students before the pandemic period will be automatically extended until 30 September 2020 (included). SEK will not charge any fee for delays due to failure of returning the books by 30 September 2020.

    9. All the planned admissions of any foreign partners and students are canceled until further notice.

    10. All foreign and domestic business trips of employees  are canceled until further notice.

    11. Students’ mobilities abroad are canceled until further notice.
      In connection with the Guidelines of the Ministry of Education, Youth and Sports of the Slovak Republic (this applies to students’ planning to travel abroad and does not apply to the students' mobilities abroad). Following the statement of the Erasmus + National Agency for Education and Training of 10 March 2020, the National Agency changes its statement from the 28 February 2020. The granting of force majeure in cases related to coronavirus and in accordance with the guidance of the Ministry of Education, Youth and Sports of the Slovak Republic it is the competence of the higher education institution, so it is not necessary to inform the National Agency of such cases. If a student or an employee does not travel but has incurred certain costs (e.g. travel or pre-paid accommodation) in connection with Erasmus + mobility, he or she is entitled to be reimbursed for reasons of force majeure. Students and employees who decide to return early from abroad shall be treated in the same way as other cases of early return due to force majeure, with the possibility of reimbursing such participants for the travel costs of returning home. Details in the questions  of students who returned early from abroad, or planned to stay abroad but did not do it, will be determined by deans of the faculties and persons authorized by them.

    12. All employees and students who have returned from their stay abroad in the period from the 9 March 2020 are ordered to respect the public decrees of the Public Health Office of the Slovak Republic and to remain in home isolation for at least 14 days after their return.  It is obligated to report this fact, in addition to the persons mentioned in the decrees of the ÚVZ SR, electronically also to the relevant senior employee; students are required to notify the relevant Study Department electronically; students of international mobility to the Department of International Mobility of the University.

    13. The heads of departments shall agree with the university teachers and researchers, according to the decision of the heads and with other employees, home office by 31 May 2020 (included) pursuant to § 250b par. 2 of the Labor Code with the imposition of specific tasks, deadlines for their fulfillment and the documentation of their fulfillment. This shall not apply to employees whose presence at the workplace is necessary to ensure that the functions of each workplace are maintained to a minimum extent at the discretion of the persons responsible for the implementation of this measure.

      From the 1 June 2020, a new measure will be taken on this issue, depending on the evolution of the situation.

    14. Head of departments shall provide the employees (with the exception of those to § 250b par. 2 of the Labor Code) work leave until 31 May 2020 (included) pursuant to § 141 par. 3 b) and § 142 par. 4 of the Labor Code. This shall not apply to employees whose presence at the workplace is necessary to ensure that the functions of each workplace are maintained to a minimum extent at the discretion of the persons responsible for the implementation of this measure.

      From the 1 June 2020, a new measure will be taken on this issue, depending on the evolution of the situation.

    15. Heads of departments will enable the employees, for whom the obligations arising from the modifications of the  the academic year schedule in the period up to 17 July 2020 to the extent under the Collective Agreement, to take the leave from 20 July 2020 to 31 August 2020.

    16. The opening hours of EU canteens in Bratislava, as well as the provision of meals in the canteen in the V2 building, are canceled until further notice.

    17. Operations in the Školička building, in the Horský park gym, in Virt, Jarabá and Pokrok facilities are canceled until further notice.

    18. The ban on entering the V1 and V2 buildings and the Školička building remains in force until further notice.

      This shall not apply to staff working on changes and ensuring continuous shifts or other staff whose presence at the workplace is necessary at the discretion of the persons responsible for the implementation of this measure.

    19. It is ordered to tighten the daily hygienic regime of the premises and persons at the workplaces of the university according to the recommendations of the Ministry of Health of the Slovak Republic.

 

We draw the attention to all employees and students to the need for a responsible attitude and caution in the appearance of any signs of acute respiratory disease and mutual recalls of preventive measures.

Employees in charge are asked to inform of these measures those who do not have access to the computer.
